Minutes of Annual Business Meeting
October 27, 1995
Davis and Elkins College, Elkins, West Virginia

The meeting was called to order by President Thomas Chadwick.

Members present: Scott Walker (MU). Jim Forrester (WL), Bob Behrman (MU), Clair Matz (MU), Sue Tewksbury (WY Leg.), Pat Ryan (FSC), Evelyn Harris (UC), S Jones (UC), Denis Woods (SC), David Brown (WV Off. Aging), Don Andrews (UC), Michael Smith (GSC), Troy Stewart (MU), Allan Hammock (WVU), Dick Brisbin (WVU).

A motion was made and the secretary's report was approved as written

Treasurer's Report (by FAX): Rodney Pyles, in absentia, submitted the following information: beginning balance $1182.52; receipts for 1994 Annual Meeting $1579.00; Expenses, 1994 Annual Meeting - Mountainlair, building fee $62.50; Mountainlair, Banquet $687.00, coffee breaks, $61.80; Claude Davis Award $50.00. Expenses. 1995 Annual Meeting -David Brown postage & photocopies, $191.50.

The Alan Hammock of the nominating committee moved: David Brown President, 1996 meeting at Marshall; Joe McCoy, Vice-President & Program Chair; Jim Forrester, Secretary; Rodney
Pyles, Treasurer. Neil Berch and Pat Ryan to replace Geri Seller and Dick Brisbin on the Executive council.  Motion passed unanimously.

It was noted by acclamation that David Brown and Tom Chadwick did fine jobs respectively as Program Chair and President.

Business:

Tom Chadwick noted that Lyle Sattes (Gov. candidate) wanted names for a mailing list. Question: Should names or lists (even outdated ones) be sold? A motion was made that the membership directory could be sold to him or others ($4.50-$5.00)?  (motion passed)

Roger N. Pajari, Editor of the Southeastern Political Review asked to talk about the special features of the SPR and whether or not WVPSA was willing to support or associate with the Journal. He noted that if WVPSA joined, the assoc. would have an opportunity to add 2 members (assoc. editor). Although The Ga. P01. Sci. Assoc. technically owns the Journal, the editorial policy is 'outside' of the GPSA. Association membership is $400. Question/discussion: Dick Brisbin stated that the SPR Journal would give the WVPSA greater visibility. Evelyn Harris agreed. Dick Brisbin moved that the President select a 3 person committee (including Chris Mooney) to implement WVPSA's association with the Journal. (motion passed)

Dick Brisbin announced that he is President of WVU World Wide Web and advanced the idea of listing WVPSA on the web.  Discussion to be continued next year at Marshall.

Clair Matz reminded association members that they needed to get started early in generating student papers for the Claude Davis Award. Al Hammock suggested a calendar for the view president to follow on such deadlines.

Motion was made by Don Andrews that Claude Davis notices be made in December. Evelyn Harris seconded the idea. Discussion ensued and the motion was revised to read that letters be sent both in December & May with a September 1 deadline. (motion passed)

Since there was no other business, the meeting was adjourned.
